5) GitHub OpenTelemetry export: coding agent도 관측 가능한 시스템이어야 한다

GitHub의 cost visibility, cost center, subagent usage, Google의 tiered model strategy, AWS의 inference scale-out은 모두 같은 메시지입니다. AI 비용은 라이선스 수로만 관리되지 않습니다. 사용량, context length, model choice, tool call, retry, session length, inference scaling이 모두 비용을 만듭니다.

따라서 팀은 다음 기준을 가져야 합니다.

  • task type별 권장 model
  • maximum session cost
  • escalation model 기준
  • cached context 사용 원칙
  • long-running task 승인 기준
  • monthly team budget
  • unusual usage alert

4. 안전과 governance를 제품 개발 초기에 넣어야 한다

GPT-Live System Card, OpenAI 정부·안보 원칙, Google Agent Gateway·Model Armor·Threat Detection, GitHub managed settings는 모두 product-afterthought가 아닙니다. 안전과 governance는 출시 직전 체크리스트가 아니라 architecture decision입니다.

AI 기능을 만들 때 처음부터 정해야 합니다.

  • 어떤 요청은 차단되는가.
  • 어떤 요청은 human approval이 필요한가.
  • 어떤 tool은 sandbox에서만 실행되는가.
  • 어떤 데이터는 agent memory에 저장되면 안 되는가.
  • 어떤 output은 정책 검사를 거쳐야 하는가.
  • 누가 audit log를 볼 수 있는가.
  • 모델 업데이트가 behavior를 바꾸면 어떻게 검증하는가.

운영 포인트: 조직이 이번 주 점검할 체크리스트

AI agent inventory

조직 안에 이미 존재하는 agent를 목록화해야 합니다. Copilot, Claude Code, internal RAG bot, support bot, data analyst agent, workflow automation, browser agent가 흩어져 있으면 shadow AI가 됩니다.

각 agent마다 owner, purpose, data access, tool access, model provider, runtime, cost center, telemetry, retention, decommission plan을 기록해야 합니다.

Copilot enterprise control

GitHub Copilot을 쓰는 조직은 다음을 점검해야 합니다.

  1. managed settings를 사용할 것인가.
  2. native MDM, server-managed, file-based 중 어떤 배포 경로를 쓸 것인가.
  3. permission bypass mode를 허용할 것인가.
  4. model list와 provider list를 어떻게 제한할 것인가.
  5. plugin marketplace allowlist를 어떻게 관리할 것인가.
  6. OTel export를 어떤 collector로 보낼 것인가.
  7. prompt/response/tool content capture를 허용할 것인가.
  8. session cost dashboard를 누가 볼 것인가.

Voice AI privacy

GPT-Live 같은 voice AI를 검토하는 조직은 text chat privacy policy를 그대로 복사하면 안 됩니다. 음성 원본, transcript, derived metadata, speaker-related information, emotional signal, deletion request, opt-out, evaluation sampling 정책을 별도로 봐야 합니다.

Coding agent evaluation

SWE-Bench Pro audit 발표 이후에는 내부 coding agent 평가 체계를 점검해야 합니다. vendor benchmark만으로 도입을 결정하지 말고, 내부 repo 기반 task set을 만들어야 합니다. 특히 migration, test fix, flaky workflow, security patch, UI regression, config update처럼 실제 반복 업무를 포함해야 합니다.

Agent gateway와 policy

enterprise agent가 늘어나면 agent gateway가 필요합니다. 모든 agent traffic을 한 곳으로 모으는 것이 아니라, 중요한 tool call과 data access를 runtime에서 통제할 수 있는 policy enforcement point가 필요합니다. prompt injection, sensitive data leakage, unauthorized tool use, anomalous behavior를 runtime에서 잡아야 합니다.

Cost guardrail

AI 비용은 “많이 쓰면 나중에 보자”로 관리하면 늦습니다. per-user budget, cost center, session limit, model routing, context caching, hard stop, retry limit을 초기에 넣어야 합니다.


오늘의 결론

오늘의 AI 뉴스는 겉으로 보면 OpenAI의 voice model 발표, GitHub의 Copilot 관리 기능, Google Cloud의 agent platform 글, AWS의 weekly launch, Anthropic의 coding agent 서사가 따로 움직이는 것처럼 보입니다. 하지만 실제로는 하나의 방향입니다.

AI는 이제 다음 네 가지 조건을 만족해야 production system이 됩니다.

  1. 사람과 자연스럽게 상호작용한다.
  2. 실제 도구와 업무 표면에서 행동한다.
  3. 조직의 권한·비용·정책 안에서 움직인다.
  4. 관측 가능하고 평가 가능하며 감사 가능하다.

GPT-Live는 첫 번째 조건을 밀어붙입니다. GitHub Copilot의 OpenTelemetry, MDM, VS Code agent workflow, mobile cloud agent는 두 번째와 세 번째 조건을 구체화합니다. Google Cloud의 Agentic Enterprise는 세 번째와 네 번째 조건의 reference checklist를 제공합니다. AWS는 agent가 실제 cloud와 desktop 환경에서 돌아가려면 어떤 운영 기반이 필요한지 보여 줍니다. Anthropic은 coding agent가 제품의 중심이 됐다는 점을 계속 강화합니다.

따라서 개발자와 운영자가 오늘 가져갈 메시지는 단순합니다.

앞으로 AI 도입의 승부는 “어떤 모델을 붙였는가”가 아니라 “그 모델이 어떤 session, runtime, tool, identity, budget, telemetry, safety policy 안에서 움직이는가”로 갈립니다.


심층 분석: 오늘 발표들이 함께 만드는 agent operating model

오늘 발표들을 따로 읽으면 각각의 기능 업데이트처럼 보입니다. 하지만 enterprise architecture 관점에서 묶으면 하나의 operating model이 나옵니다. 이 모델은 크게 interface layer, reasoning layer, tool layer, execution layer, governance layer, observability layer로 나눌 수 있습니다.

Interface layer

interface layer는 사용자가 AI와 만나는 표면입니다. 오늘은 이 표면이 크게 넓어졌습니다.

OpenAI GPT-Live는 음성 표면을 강화합니다.

GitHub VS Code Copilot은 IDE 표면을 강화합니다.

GitHub Mobile은 mobile PR 표면을 강화합니다.

Copilot CLI와 remote session notification은 terminal과 remote execution 표면을 강화합니다.

이 네 가지 표면은 서로 다릅니다. 음성은 latency와 interruption이 중요하고, IDE는 context와 diff quality가 중요하며, mobile은 approval과 notification이 중요하고, CLI는 command safety와 reproducibility가 중요합니다. 따라서 하나의 agent 정책을 모든 표면에 똑같이 적용하면 부족합니다. 표면별 risk model이 필요합니다.

예를 들어 voice agent는 사용자의 정서적 상태와 실시간 safety response가 중요합니다. coding agent는 file access와 command execution이 중요합니다. mobile agent trigger는 작은 화면에서 충분한 정보를 제공하지 못할 수 있으므로 approval boundary가 중요합니다. CLI agent는 shell command가 local environment를 바꿀 수 있으므로 sandbox와 confirmation policy가 중요합니다.

Reasoning layer

reasoning layer는 어떤 모델이 어떤 사고와 작업을 담당하는지 정합니다. GPT-Live는 가벼운 대화 흐름과 깊은 reasoning delegation을 분리합니다. Google Cloud는 tiered model strategy를 말합니다. GitHub는 model provider discovery와 model selection을 IDE 안으로 가져옵니다. Anthropic은 Sonnet 5를 agentic work와 professional work at scale에 맞춥니다.

이 흐름의 핵심은 단일 모델 만능주의가 약해진다는 점입니다. 앞으로 production AI system은 다음처럼 여러 모델을 조합할 가능성이 큽니다.

운영자는 “최고 모델 하나”를 고르는 대신 “작업별 model routing policy”를 만들어야 합니다.

Tool layer

tool layer는 agent가 외부 세계와 연결되는 지점입니다. Google Cloud는 MCP, A2A, Skills를 강조합니다. GitHub Copilot은 browser tools, terminal, PR workflow, model provider marketplace와 연결됩니다. AWS는 WorkSpaces for AI agents를 통해 desktop application을 tool surface로 만듭니다.

도구가 많아지면 agent는 더 강해지지만, 동시에 실패 방식도 늘어납니다.

  • 잘못된 tool을 고를 수 있습니다.
  • tool 설명이 context window를 낭비할 수 있습니다.
  • tool credential이 새어 나갈 수 있습니다.
  • tool output을 잘못 해석할 수 있습니다.
  • tool이 느리거나 실패할 때 agent가 반복 호출로 비용을 키울 수 있습니다.
  • tool result가 stale하거나 권한 밖 데이터를 포함할 수 있습니다.

그래서 Skills 같은 focused capability discovery가 중요합니다. agent에게 모든 tool 설명을 한 번에 넣는 방식은 오래 버티기 어렵습니다. 필요한 순간에 필요한 tool card를 가져오고, tool call 전후에 policy와 telemetry를 붙이는 구조가 필요합니다.

Execution layer

execution layer는 agent가 실제 action을 수행하는 환경입니다. 여기서 오늘 발표들이 강하게 만납니다.

GitHub Copilot CLI와 VS Code agent는 개발자의 code workspace에서 실행됩니다.

GitHub cloud agent는 GitHub-hosted workflow 안에서 실행됩니다.

AWS WorkSpaces for AI agents는 managed desktop environment에서 실행됩니다.

Google Agent Runtime은 production agent deployment를 위한 serverless execution environment를 말합니다.

execution layer에서 중요한 질문은 세 가지입니다.

첫째, agent가 실패했을 때 피해 범위가 어디까지인가.

둘째, agent가 실행한 action을 재현할 수 있는가.

셋째, agent가 접근한 resource와 credential을 추적할 수 있는가.

이 질문에 답하려면 sandbox, ephemeral environment, scoped credential, immutable log, approval gate, rollback workflow가 필요합니다.

Governance layer

governance layer는 오늘 가장 많은 발표가 모인 영역입니다. GitHub MDM, managed settings, OTel capture control, Google delegated authority, agent registry, semantic policy, Model Armor, OpenAI government principles, GPT-Live system card가 모두 여기에 들어갑니다.

AI governance를 문서로만 두면 production에서는 작동하지 않습니다. governance는 runtime에 들어가야 합니다.

예를 들어 “민감 데이터는 외부 모델로 보내지 않는다”는 정책은 문서에 쓰는 것으로 끝나지 않습니다. model routing, DLP 검사, prompt redaction, provider allowlist, telemetry masking, exception approval이 구현돼야 합니다.

“agent는 사용자 권한을 초과하지 않는다”는 정책도 마찬가지입니다. delegated authority, token exchange, scoped permission, tool gateway, audit log가 필요합니다.

“autonomous action은 제한한다”는 정책은 permission mode, command allowlist, human approval, rollback path, branch protection으로 구현돼야 합니다.

Observability layer

observability layer는 agent 운영의 눈입니다. GitHub의 enterprise-managed OpenTelemetry export는 이 흐름을 명확히 보여 줍니다. 앞으로 AI 운영 dashboard는 단순 request count와 token usage를 넘어 다음을 보여 줘야 합니다.

  • agent session count
  • average session duration
  • task completion rate
  • human intervention rate
  • tool error rate
  • unsafe request rate
  • blocked action count
  • model별 cost
  • repository별 agent activity
  • PR merge impact
  • test pass rate
  • rollback rate
  • prompt/response capture policy compliance
  • user satisfaction or review acceptance

관측 가능성이 없으면 agent는 조직 안에서 빠르게 black box가 됩니다. black box agent가 code와 data와 cloud resource를 다루기 시작하면 risk는 기하급수적으로 커집니다.


구현 관점: 작은 팀이 당장 적용할 수 있는 현실적 순서

모든 조직이 Google Cloud의 전체 agent platform이나 GitHub enterprise policy를 한 번에 도입할 수는 없습니다. 작은 팀이라면 다음 순서가 현실적입니다.

1단계: agent 사용 범위를 좁힌다

처음부터 모든 업무에 agent를 붙이지 않습니다. 반복적이고 검증 가능한 작업부터 시작합니다.

  • test skeleton 생성
  • documentation update
  • dependency minor upgrade
  • lint fix
  • simple bug reproduction
  • PR description draft
  • changelog generation
  • migration checklist draft

이런 작업은 실패해도 피해가 작고, 사람이 review하기 쉽고, 자동 test로 검증할 수 있습니다.

2단계: repository별 rule을 만든다

agent가 repo를 다룰 때는 repo-local instruction이 필요합니다.

  • build command
  • test command
  • lint command
  • formatting rule
  • directory ownership
  • migration rule
  • security-sensitive files
  • generated files policy
  • PR template
  • release note convention

이런 rule이 없으면 agent는 매번 repository를 새로 해석해야 하고, 팀 convention을 놓치기 쉽습니다.

3단계: session log를 남긴다

처음에는 완전한 OpenTelemetry stack이 없어도 됩니다. 최소한 다음은 남겨야 합니다.

  • who started the session
  • task summary
  • model used
  • files changed
  • commands run
  • tests run
  • final diff link
  • human review result
  • failure reason

나중에 OTel이나 SIEM으로 확장하더라도, 처음부터 session log라는 개념을 갖는 것이 중요합니다.

4단계: cost cap을 넣는다

agent 사용이 늘면 비용은 생각보다 빨리 증가합니다. 특히 long context, retry loop, large model, browser validation, subagent delegation이 겹치면 session 하나의 비용이 커질 수 있습니다.

작은 팀도 다음 정도는 정할 수 있습니다.

  • 일반 작업은 low-cost model 우선
  • architecture refactor만 high-reasoning model 사용
  • session당 최대 iteration 수
  • 하루 또는 주간 팀 budget
  • 비정상 사용량 알림
  • 큰 작업은 사람 승인 후 실행

5단계: high-risk action을 막는다

agent가 해도 되는 일과 안 되는 일을 명확히 합니다.

처음에는 agent에게 다음을 금지하는 것이 좋습니다.

  • production credential 수정
  • payment 관련 코드 자동 merge
  • auth/permission logic 무승인 변경
  • database destructive migration
  • cloud IAM policy 변경
  • secret file 접근
  • dependency major upgrade 자동 merge
  • external message 발송

이런 action은 agent가 draft를 만들 수는 있어도, 실행과 merge는 사람 승인에 묶어야 합니다.

6단계: 내부 evaluation set을 만든다

SWE-Bench Pro audit에서 보듯 외부 benchmark는 참고 자료일 뿐입니다. 팀은 자체 task set을 가져야 합니다.

작은 팀도 20개 정도의 과거 issue를 골라 evaluation set을 만들 수 있습니다.

  • bug fix 5개
  • test fix 5개
  • docs update 3개
  • dependency update 3개
  • small refactor 4개

각 task에 대해 expected behavior, test command, review criteria를 남기면 agent 비교가 훨씬 현실적이 됩니다.


아키텍처 패턴: Agent Gateway를 어디에 둘 것인가

Google Cloud 글에서 agent gateway가 중요하게 다뤄졌고, GitHub OTel export와 MDM도 비슷한 방향을 보여 줍니다. agent gateway는 모든 agent request를 무조건 한 proxy로 통과시키자는 뜻이 아닙니다. 핵심은 중요한 action의 control point를 만드는 것입니다.

패턴 A: Model Gateway

모든 model API 호출을 gateway로 보냅니다.

장점은 model provider, cost, logging, prompt protection을 중앙에서 관리하기 쉽다는 점입니다.

단점은 local IDE agent나 vendor-hosted agent에는 적용이 어려울 수 있습니다.

적합한 경우는 internal app, RAG service, customer-facing chatbot입니다.

패턴 B: Tool Gateway

agent가 호출하는 tool API를 gateway 뒤에 둡니다.

장점은 model이 어디에 있든 중요한 action을 통제할 수 있다는 점입니다.

예를 들어 Jira ticket update, GitHub PR action, database query, cloud API call, support case creation 같은 tool은 gateway 뒤에 둘 수 있습니다.

단점은 tool integration 설계가 필요하고, legacy app에는 적용이 어렵습니다.

패턴 C: Execution Sandbox

agent의 script, browser, shell execution을 sandbox 안에 넣습니다.

장점은 untrusted code와 runtime error의 blast radius를 줄일 수 있다는 점입니다.

단점은 local developer workflow와 friction이 생길 수 있습니다.

적합한 경우는 code execution, browser automation, data analysis, untrusted document processing입니다.

패턴 D: Endpoint Policy

MDM, managed settings, local policy file로 endpoint의 agent behavior를 통제합니다.

장점은 developer machine과 IDE agent에 직접 적용할 수 있다는 점입니다.

단점은 다양한 OS, editor, extension version을 관리해야 합니다.

GitHub의 managed Copilot settings는 이 패턴을 강화합니다.

패턴 E: Audit Collector

agent activity를 OTel, log pipeline, SIEM, data warehouse로 보냅니다.

장점은 사후 분석, cost analytics, compliance reporting이 가능해진다는 점입니다.

단점은 prompt/response content capture가 privacy와 IP risk를 만들 수 있습니다.

GitHub의 enterprise-managed OTel export는 이 패턴의 대표 사례입니다.

실제 조직은 이 다섯 패턴을 조합해야 합니다. 모든 것을 한 gateway로 해결하려고 하면 복잡해지고, 아무 gateway도 두지 않으면 agent sprawl을 감당하기 어렵습니다.


실패 시나리오: 오늘 발표를 잘못 해석하면 생기는 문제

시나리오 1: voice AI를 text chatbot처럼 운영한다

팀이 GPT-Live류 voice AI를 도입하면서 기존 text chat policy만 복사합니다. 음성 원본 저장, transcript sampling, interruption safety, spoken fallback, emotional reliance 평가가 빠집니다.

처음에는 자연스러운 대화가 장점으로 보이지만, 실제 운영에서는 민감 대화, 잘못된 interruption, 위험 상황 대응 미흡이 문제가 됩니다.

해결책은 voice-native evaluation과 audio data governance를 별도 설계하는 것입니다.

시나리오 2: coding agent를 benchmark 점수만 보고 산다

벤더 benchmark가 높다는 이유로 coding agent를 도입합니다. 하지만 내부 repo에서는 build setup이 특이하고, test가 느리고, domain rule이 많고, security review가 엄격합니다.

결과적으로 agent가 demo에서는 강하지만 실제 PR에서는 review burden을 늘립니다.

해결책은 내부 task set과 review cost metric을 만드는 것입니다.

시나리오 3: Copilot을 열어 놓고 telemetry를 나중에 붙인다

개발자들이 agent를 활발히 쓰기 시작한 뒤에야 보안팀이 “무슨 prompt가 갔고 어떤 file이 바뀌었나”를 묻습니다. 하지만 session log가 없어 재현할 수 없습니다.

해결책은 agent rollout 전에 최소 telemetry와 session metadata를 정하는 것입니다.

시나리오 4: model picker를 개인 선택으로만 둔다

모든 개발자가 자유롭게 model을 바꾸고, 어떤 repo에서 어떤 model이 쓰였는지 기록하지 않습니다. 비용과 품질 문제가 생겨도 원인을 찾기 어렵습니다.

해결책은 model routing guideline과 enterprise-managed setting을 함께 쓰는 것입니다.

시나리오 5: agent registry가 없다

팀마다 작은 agent를 만듭니다. HR agent, finance agent, customer support agent, developer agent가 생기지만 owner와 data access가 관리되지 않습니다. 몇 달 뒤 중복 agent, orphan endpoint, 오래된 credential, 비인가 data access가 쌓입니다.

해결책은 처음부터 agent inventory와 owner field를 요구하는 것입니다.

개발자

  • agent가 만든 diff를 일반 junior developer의 diff처럼 review합니다.
  • “테스트 통과”만 보지 말고 architecture와 edge case를 봅니다.
  • agent session마다 어떤 명령을 실행했는지 확인합니다.
  • 큰 작업은 implementation, test, docs, review 대응을 session으로 나눕니다.
  • benchmark보다 내부 repo에서의 실제 성공률을 기록합니다.

테크 리드

  • agent 사용 가능 작업과 금지 작업을 문서화합니다.
  • repo별 agent instruction을 정리합니다.
  • PR template에 agent 사용 여부와 session link를 남기는 항목을 추가합니다.
  • team budget과 model selection guideline을 만듭니다.
  • agent output review checklist를 운영합니다.

플랫폼 엔지니어

  • OTel collector 또는 최소 session log 저장소를 준비합니다.
  • managed settings나 endpoint policy 배포 방식을 검토합니다.
  • sandbox execution 환경을 설계합니다.
  • model gateway 또는 tool gateway 중 우선순위를 정합니다.
  • agent telemetry schema를 표준화합니다.

  • prompt/response/tool content capture policy를 정합니다.

  • AI가 실패했을 때 사용자가 어떻게 복구하는지 설계합니다.
  • agent가 비용을 쓰는 순간을 product metric에 포함합니다.
  • safety fallback을 UX의 일부로 설계합니다.

경영진

  • AI 도입 KPI를 단순 사용량이 아니라 throughput, review cost, incident rate, quality로 봅니다.
  • vendor benchmark와 내부 evaluation을 분리해 해석합니다.
  • AI governance를 innovation blocker가 아니라 scaling prerequisite으로 봅니다.
  • 부서별 shadow AI를 줄이기 위한 central registry를 지원합니다.
  • 비용, 보안, 생산성의 균형을 명확한 정책으로 정합니다.
