이 발표는 작아 보이지만 agentic code review의 본질을 잘 보여 줍니다. code review agent의 품질은 모델의 언어 능력만으로 결정되지 않습니다. 실제 codebase에서 어떤 파일을 읽을지, 어떤 symbol을 추적할지, 어떤 diff 주변 context를 볼지, 어떤 test나 config를 확인할지, 어떤 dependency와 call path를 이어 볼지가 핵심입니다. 사람이 코드 리뷰를 할 때도 diff만 보지 않습니다. 관련 파일을 검색하고, 기존 pattern을 찾고, test를 확인하고, ownership을 추적합니다. agent도 마찬가지입니다.

rgglob 같은 도구가 중요해지는 이유는 context budget 때문입니다. 모델이 전체 repository를 한 번에 읽을 수 없거나, 읽을 수 있더라도 비용과 latency가 커집니다. 좋은 review agent는 필요한 context를 빠르게 찾고, 불필요한 context를 줄이며, 변경 사항과 관련된 evidence를 모아야 합니다. 탐색이 부정확하면 두 가지 실패가 생깁니다. 중요한 위험을 놓치거나, 관련 없는 파일을 읽고 엉뚱한 코멘트를 남깁니다. 둘 다 review trust를 떨어뜨립니다.

GitHub는 Medium analysis depth public preview에도 두 가지 개선을 추가했습니다. PR overview comment에 Medium attribution을 표시해 어떤 effort level로 review가 생성됐는지 확인할 수 있고, organization-level default level을 설정할 수 있습니다. Repository는 필요하면 override할 수 있습니다. 이것은 agent review가 effort와 비용을 조절해야 하는 운영 대상이라는 점을 보여 줍니다.

모든 PR에 가장 깊은 analysis를 적용하는 것은 비효율적입니다. 작은 documentation change, dependency version bump, formatting change에는 낮은 effort가 충분할 수 있습니다. 반대로 authentication, billing, authorization, migration, data access, infra config 변경에는 더 깊은 analysis가 필요합니다. 조직 기본값과 repo override는 이런 risk-based review policy의 출발점입니다.

개발자에게 의미

개발자에게 가장 중요한 변화는 AI code review를 “마지막에 붙는 comment bot”으로 보면 안 된다는 점입니다. review agent가 유용하려면 repository structure, test strategy, ownership model, coding convention, security rule을 찾을 수 있어야 합니다. 단순 diff comment보다 중요한 것은 탐색 가능한 codebase입니다.

예를 들어 monorepo에서 module boundary가 불명확하고, test naming이 일관되지 않고, config가 여러 곳에 흩어져 있으며, generated file과 hand-written file이 구분되지 않으면 agent review 품질은 떨어집니다. 반대로 CODEOWNERS, clear directory conventions, test commands, dependency graph, architectural decision records, lint rule, security pattern이 잘 정리된 repo에서는 agent가 더 좋은 evidence를 찾을 수 있습니다.

또한 review effort level은 팀의 risk policy와 연결해야 합니다. 모든 PR을 Medium으로 돌릴지, 특정 path만 Medium 또는 High로 할지, generated file은 제외할지, security-sensitive path는 별도 human review를 요구할지 정해야 합니다. AI review가 human review를 대체한다기보다, human reviewer가 더 빨리 위험 지점을 찾도록 돕는 구조가 좋습니다.

운영 포인트

  1. repo 탐색성을 높입니다. directory structure, naming convention, test location, ownership metadata를 정리하면 agent review 품질이 올라갑니다.

  2. risk-based analysis depth를 정합니다. auth, payment, infra, migration, data access path는 더 깊은 review를 적용하고, low-risk change는 비용을 낮춥니다.

  3. AI review comment의 source context를 확인합니다. agent가 어떤 파일과 근거를 보고 코멘트했는지 추적 가능해야 합니다.

  4. review noise를 측정합니다. accepted comment 비율, dismissed comment 비율, false positive category를 관리하지 않으면 개발자가 AI review를 무시하게 됩니다.

  5. human reviewer와 agent reviewer의 역할을 분리합니다. agent는 broad scan과 pattern detection에 강하고, human은 product intent, architecture trade-off, long-term maintainability 판단에 강합니다.

  6. 비용 최적화를 품질 저하와 혼동하지 않습니다. GitHub의 발표처럼 좋은 탐색 도구는 비용을 줄이면서 품질을 유지할 수 있습니다. 핵심은 context를 덜 보는 것이 아니라 맞는 context를 보는 것입니다.


3) GitHub Copilot for Jira GA: planning system이 agent control surface가 된다

GitHub Copilot for Jira가 GA가 됐습니다. 이 통합은 coding agent를 Jira issue와 직접 연결합니다. public preview 기간 동안 model selection, Jira ticket references in PR titles, Confluence context via MCP, custom agents, custom fields, space-level custom guidance, review request notifications, onboarding improvement가 추가됐고, GA에서는 agent progress streaming과 post-session steering이 핵심으로 들어왔습니다.

agent progress streaming은 coding agent가 작업하는 동안 상태 업데이트를 Jira issue에서 바로 볼 수 있게 합니다. 이것은 작은 UX 개선처럼 보이지만, 실제로는 planning system을 agent control surface로 만드는 변화입니다. 많은 조직에서 업무의 source of truth는 GitHub issue가 아니라 Jira입니다. 요구사항, 우선순위, sprint, 담당자, business context, customer escalation, acceptance criteria가 Jira에 있습니다. agent가 GitHub 안에서만 움직이면 product manager, QA, support, delivery manager는 진행 상태를 보기 어렵습니다.

post-session steering도 중요합니다. agent가 draft PR을 만든 뒤 Jira chat panel에서 follow-up instruction을 주면 같은 pull request에서 계속 작업합니다. 이전 방식에서는 follow-up이 새 session이나 새 PR로 흩어지기 쉬웠습니다. 그러면 review context가 나뉘고, 중복 worktree가 생기고, 어떤 PR이 최신인지 모호해집니다. 같은 PR에 steering을 이어 붙이는 것은 agent work를 ticket lifecycle 안에 묶어 두는 설계입니다.

이 변화는 agentic development에서 “상태”가 중요해졌다는 뜻입니다. agent가 한 번 답하고 끝나는 것이 아니라, issue를 읽고, 작업하고, PR을 만들고, review feedback을 받고, follow-up instruction을 반영하고, 다시 update를 남깁니다. 이 상태는 Jira, GitHub, CI, code review, deployment system에 걸쳐 있습니다. 통합이 약하면 사용자는 계속 context를 복사해야 하고, agent는 중복 작업을 만들고, 팀은 accountability를 잃습니다.

개발자와 PM은 Jira issue 작성 방식을 바꿔야 합니다. agent가 읽을 수 있는 ticket은 사람만 읽는 ticket보다 구조가 필요합니다. 배경, 목표, non-goal, acceptance criteria, 관련 링크, test expectation, affected area, rollout note가 명확해야 합니다. 사람이 암묵적으로 이해하던 “늘 하던 방식대로”는 agent에게 약합니다.

Confluence context via MCP와 custom guidance는 조직 지식이 agent prompt로 들어가는 방식도 바꿉니다. 문서가 오래됐거나 서로 충돌하면 agent는 잘못된 결론을 낼 수 있습니다. 따라서 agent 통합이 늘어날수록 documentation quality와 freshness가 생산성의 핵심 인프라가 됩니다.

또한 Jira에서 follow-up instruction을 줄 수 있다는 것은 비개발자도 agent steering에 참여할 수 있음을 뜻합니다. PM이 “이 acceptance criteria도 반영해줘”라고 요청하거나, QA가 “이 edge case 테스트를 추가해줘”라고 지시할 수 있습니다. 이때 repository owner와 reviewer가 최종 품질 책임을 져야 합니다. steering 권한과 merge 권한은 분리해야 합니다.

  1. agent-ready ticket template을 만듭니다. 목표, 범위, 제외 범위, acceptance criteria, test command, risk area를 구조화합니다.

  2. Jira status와 GitHub PR status를 연결합니다. draft, ready for review, changes requested, CI failed, merged 상태가 ticket에 반영돼야 합니다.

  3. follow-up instruction 권한을 정의합니다. 누구나 agent에게 지시할 수 있는지, 담당자만 가능한지, 특정 label이 필요한지 정합니다.

GitHub는 같은 날 두 가지 enterprise governance 업데이트도 공개했습니다. 첫째, Enterprise-managed settings에서 strictKnownMarketplaces를 지원해 VS Code와 GitHub Copilot CLI에서 plugin 설치 source를 통제할 수 있게 했습니다. 둘째, GitHub Enterprise Cloud cost center가 enterprise team을 resource로 지원해 team membership에 따라 사용량과 비용 attribution이 자동으로 따라가도록 했습니다.

이 두 발표는 서로 다른 기능처럼 보이지만, agent 운영 관점에서는 같은 이야기입니다. agent가 강력해질수록 확장 기능과 비용 귀속이 중요해집니다. Copilot CLI와 VS Code plugin은 agent의 tool surface를 넓힙니다. plugin이 파일을 읽거나, command를 실행하거나, external endpoint를 호출하거나, prompt context를 바꿀 수 있다면, plugin source는 곧 보안 경계입니다. 따라서 trusted marketplace만 허용하는 것은 tool execution 이전 단계의 공급망 통제입니다.

Cost center team support는 사용량과 조직 구조의 연결입니다. AI tool은 사용량 변동성이 큽니다. agent task가 길어지고, parallel execution이 늘고, model selection이 다양해지면 비용은 seat 단위보다 usage 단위로 움직입니다. team membership이 바뀔 때 attribution도 자동 반영돼야 FinOps가 현실과 맞습니다. 예산과 usage cap이 cost center에 붙고 team이 그 cost center에 들어가면, 조직은 “누가 얼마나 썼는가”를 권한과 책임 구조에 맞춰 볼 수 있습니다.

개발자는 plugin을 productivity booster로만 보면 안 됩니다. agent plugin은 기존 editor extension보다 더 민감할 수 있습니다. 왜냐하면 agent가 plugin을 통해 작업을 자동 실행하고, plugin output을 신뢰하며, 그 결과로 code change나 external action을 만들 수 있기 때문입니다. 신뢰되지 않은 plugin은 prompt injection, credential leakage, malicious command, dependency confusion, policy bypass의 통로가 될 수 있습니다.

동시에 AI 비용은 개발팀의 일상 운영 지표가 됩니다. 팀별 agent 사용량을 알 수 없으면 어떤 workflow가 가치 있는지, 어떤 모델 선택이 과한지, 어떤 repo에서 review cost가 높은지 판단하기 어렵습니다. AI FinOps는 단순 비용 절감이 아닙니다. 적절한 곳에 더 쓰고, 낮은 가치 반복 사용을 줄이고, 예산을 team outcome과 연결하는 일입니다.

  1. plugin source allowlist를 운영합니다. marketplace, internal registry, local path 설치 정책을 명확히 나눕니다.

  2. plugin review checklist를 만듭니다. permissions, network access, command execution, data handling, update policy, maintainer 신뢰도를 확인합니다.

  3. 팀별 AI 비용 dashboard를 만듭니다. cost center, repository, model, workflow, user, PR category별로 비용을 볼 수 있어야 합니다.

5) AWS Chaplin: 운영 이벤트 분석이 MCP assistant workflow로 이동한다

AWS는 AWS Health event를 agentic AI로 분석하는 open-source solution Chaplin을 소개했습니다. Chaplin은 Customer Health and Planned Lifecycle Intelligence Nexus의 약자로, Amazon Bedrock 기반 agentic AI와 MCP를 사용해 AWS Health event를 self-service analytics로 질의하는 구조입니다. 운영팀은 Claude Code나 Kiro CLI 같은 MCP-compatible AI assistant에서 자연어로 질문하고, Chaplin이 AWS Health API와 event data를 기반으로 contextual answer를 제공합니다.

AWS가 제시한 문제는 매우 현실적입니다. enterprise operations team은 여러 AWS account에서 Amazon Linux 2 EOL, RDS version deprecation, EC2 instance retirement 같은 health notification을 받습니다. 하지만 어떤 event가 production에 영향을 주는지, 어떤 event가 즉시 대응이 필요한지, 어떤 event가 장기 planning 대상인지 빠르게 파악하기 어렵습니다. Technical Account Manager에게 해석을 기다리거나, static dashboard를 뒤지는 방식은 지연과 병목을 만듭니다.

Chaplin의 중요한 설계는 모든 것을 LLM으로 처리하지 않는다는 점입니다. AWS는 pattern-first processing을 설명합니다. rule-based classification이 대부분의 event를 처리하고, unstructured data나 contextual analysis가 필요한 경우에만 Amazon Bedrock with Claude를 사용합니다. 또한 LLM-agnostic 설계를 통해 Amazon Bedrock, OpenAI, Anthropic, Ollama 같은 여러 provider를 지원할 수 있다고 설명했습니다. Intelligent caching도 redundant AI processing을 줄이는 역할을 합니다.

이 설계는 production agent의 좋은 방향입니다. 운영 데이터는 정확해야 합니다. 숫자, account, region, service, deadline, impact scope 같은 정보는 structured API와 deterministic query가 더 적합합니다. LLM은 ambiguous question을 해석하고, event를 설명하고, next action을 정리하는 데 강합니다. Chaplin은 이 둘을 섞습니다. structured query precision과 AI contextual understanding을 분리하는 것이 핵심입니다.

개발자에게 의미

DevOps와 platform engineer에게 Chaplin은 MCP의 실용적 사용 사례입니다. MCP는 단순히 AI tool ecosystem의 유행어가 아닙니다. 운영 데이터와 assistant를 연결하는 표준 인터페이스가 될 수 있습니다. AWS Health API, EventBridge, summarized views, filters, AI assistant가 MCP를 통해 연결되면, 운영자는 “다음 60일 안에 production에 영향을 줄 lifecycle event를 알려줘” 같은 질문을 할 수 있습니다.

하지만 여기에도 주의점이 있습니다. AI assistant가 운영 이벤트를 요약할 때, 잘못된 우선순위나 누락은 장애로 이어질 수 있습니다. 따라서 Chaplin 같은 구조는 source link, exact event ID, affected account, region, deadline, confidence, recommended action을 함께 제공해야 합니다. AI summary만 보고 조치하는 것은 위험합니다. assistant는 decision support이고, authoritative source는 AWS Health data입니다.

  1. structured source를 authoritative로 둡니다. event ID, account, region, service, deadline은 AWS Health API 결과를 기준으로 합니다.

AWS는 agentic AI application을 위한 modern data mesh strategy를 공개했습니다. 이 글의 핵심은 RAG에서 통하던 단순한 access pattern이 production agentic application에는 부족하다는 점입니다. RAG는 주로 pre-built vector index에서 chunk를 검색하고 metadata로 필터링한 뒤 답변을 만듭니다. 반면 agentic application은 database schema를 발견하고, SQL query를 구성하고, 여러 source를 조합하고, tool을 호출하고, 결과를 합성합니다. 이 과정은 더 많은 권한 경계를 필요로 합니다.

AWS가 제시한 architecture는 Agent Layer, Gateway Layer, Tools Layer, Governed Data Mesh로 구성됩니다. AgentCore Runtime과 LangGraph agent가 있고, AgentCore Gateway가 MCP tool invocation을 중재하며, Lambda-backed MCP tools가 get_user_tables, get_schema, run_query, kb_search 같은 기능을 제공합니다. 아래에는 S3 Tables, Athena, Lake Formation, S3 Vectors, Bedrock Knowledge Bases가 있습니다. 특히 Lambda interceptor를 통해 request와 response 단계에서 deterministic access control을 적용하는 구조가 중요합니다.

AWS는 세 가지 주요 변경을 강조했습니다. Amazon OpenSearch Serverless 대신 S3 Vectors를 사용해 moderate query-frequency workload에서 vector storage와 query cost를 최대 90% 줄일 수 있다고 설명했습니다. 일반 S3 대신 Apache Iceberg를 지원하는 S3 Tables를 사용하고 Lake Formation으로 row, column, cell-level security를 적용합니다. 그리고 data mesh를 MCP tool로 노출하되 AgentCore Gateway와 interceptor로 매 호출마다 정책을 적용합니다.

이 구조가 중요한 이유는 agent가 스스로 tool을 선택하고 query를 만들기 때문입니다. 사용자가 “고객 A의 지난 분기 반품률과 정책 위반 가능성을 분석해줘”라고 요청하면 agent는 어떤 table이 필요한지 찾고, schema를 보고, query를 만들고, knowledge base에서 policy를 검색하고, 결과를 요약할 수 있습니다. 이때 사용자가 볼 수 없는 table, column, row가 query 중간에 섞이면 안 됩니다. 또한 agent가 final response에서 권한 없는 정보를 추론하거나 재구성하지 못하도록 response 단계에서도 control이 필요합니다.

Agentic data application을 만드는 개발자는 “권한 체크는 query 실행 전에 한 번”이라는 사고를 버려야 합니다. tool discovery 단계에서 보이면 안 되는 table이 있습니다. schema 단계에서 column name 자체가 민감할 수 있습니다. query execution 단계에서는 row-level과 cell-level security가 필요합니다. result synthesis 단계에서는 aggregation이 재식별 위험을 만들 수 있습니다. final response 단계에서는 model이 제한된 정보를 우회적으로 드러낼 수 있습니다.

또한 MCP tool design이 중요합니다. 너무 강력한 generic SQL tool 하나를 agent에게 주면 통제가 어렵습니다. 반대로 너무 작은 tool만 주면 agent가 유용한 분석을 못 합니다. 좋은 설계는 capability를 업무 단위로 쪼개고, 각 tool에 input schema, authorization rule, cost limit, logging, output filter를 붙이는 것입니다.

  1. tool discovery에도 권한을 적용합니다. 사용자가 볼 수 없는 data product는 agent tool list에도 나타나지 않아야 합니다.

  2. schema access를 별도 권한으로 봅니다. table과 column 이름 자체가 business-sensitive information일 수 있습니다.

  3. query execution에는 Lake Formation 같은 fine-grained control을 사용합니다. row, column, cell-level policy를 agent 호출에도 동일하게 적용합니다.

  4. response interceptor를 둡니다. query 결과가 final answer로 합성될 때 민감정보가 재노출되지 않도록 검사합니다.

  5. cost control을 query path에 넣습니다. Athena workgroup, query timeout, scanned data limit, vector query limit을 설정합니다.

  6. MCP tool별 audit log를 남깁니다. 누가 어떤 prompt로 어떤 tool을 호출했고, 어떤 query가 실행됐는지 추적해야 합니다.

  7. generic SQL agent를 바로 production에 넣지 않습니다. domain-specific tool과 policy wrapper를 먼저 설계합니다.


7) Google Research: linear elastic caching은 AI 시대 인프라 비용 최적화의 좋은 예다

Google Research는 linear elastic caching 연구를 공개했습니다. 이 글은 직접적인 LLM 제품 발표는 아니지만 AI Daily News에서 중요하게 볼 만합니다. 이유는 간단합니다. AI agent와 LLM workload가 늘수록 infrastructure cost optimization이 더 중요해지고, 그 최적화는 GPU serving에만 국한되지 않기 때문입니다. database, cache, memory, storage, network, observability pipeline까지 모두 비용과 성능의 trade-off를 갖습니다.

Google은 기존 cache management를 fixed-resource problem으로 설명합니다. 일정한 memory를 cache로 할당하고 LRU 같은 eviction policy로 공간을 관리합니다. 문제는 peak load 기준으로 cache를 크게 잡으면 idle memory 비용이 낭비되고, 작게 잡으면 cache miss가 늘어 성능이 떨어진다는 점입니다. Linear elastic caching은 memory footprint를 시간에 따라 누적되는 variable cost로 보고, cache miss cost와 memory rental cost의 균형을 맞추려 합니다.

Google은 이 문제를 ski rental problem에 비유합니다. 데이터를 RAM에 계속 두는 것은 rent cost를 내는 것이고, evict하면 나중에 다시 필요할 때 cache miss cost를 지불할 수 있습니다. 핵심은 각 page에 적절한 TTL을 예측하는 것입니다. Google은 Spanner 같은 production system에서 사용 가능한 lightweight decision tree를 선택했다고 설명했습니다. 이 모델은 data size, cache miss cost, operation type 같은 feature를 보고 TTL을 예측합니다.

결과도 흥미롭습니다. Spanner production workload에서 standard fixed-size cache와 비교해 memory usage가 15.5% 줄고, cache miss는 5.5% 증가했지만, total cost of ownership은 약 5% 줄었다고 설명했습니다. 추가 cache miss도 fetch cost가 낮은 데이터에 집중되어 실제 I/O cost 영향은 0.5% 수준이었다고 밝혔습니다.

이 발표가 agent 개발자에게 주는 메시지는 비용 최적화가 prompt나 model choice에서 끝나지 않는다는 점입니다. AI가 더 많은 작업을 수행할수록 backend system의 memory, cache, queue, database, logging, vector index 비용도 늘어납니다. 특히 agent는 long-running task와 반복 query를 만들 수 있습니다. 같은 context를 여러 번 읽고, 같은 database를 여러 번 질의하고, 같은 search index를 반복 탐색합니다. 따라서 인프라 계층에서 cost-aware policy가 중요해집니다.

또한 작은 ML 모델의 역할도 다시 보게 됩니다. 모든 AI 문제에 거대한 LLM이 필요한 것은 아닙니다. cache TTL 예측처럼 빠르고 해석 가능하며 낮은 latency가 필요한 곳에는 shallow decision tree가 더 좋을 수 있습니다. AI 시스템 전체를 설계할 때는 frontier LLM, small model, rule-based system, classical algorithm을 적절히 섞어야 합니다.

Google Research는 reasoning이 simple factual question에서도 도움이 되는 현상을 분석했습니다. 일반적으로 chain-of-thought나 reasoning trace는 복잡한 수학, multi-hop question, software task에서 유용하다고 알려져 있습니다. 하지만 “어떤 인물이 어느 해에 상을 받았는가”처럼 단순한 single-hop factual question은 reasoning이 필요 없어 보입니다. 모델이 그 사실을 알고 있으면 답하고, 모르면 못 답하는 문제처럼 보입니다.

Microsoft는 agentic cloud operations의 다음 단계를 설명했습니다. 핵심은 cloud environment가 insight를 action으로 연결하는 ongoing loop가 되어야 한다는 것입니다. observability signal은 단순 dashboard에 머물지 않고, AI agent가 dependency, topology, baseline behavior, logs, metrics, traces를 해석해 issue를 조기에 파악하고, governed action을 제안하거나 지원하는 흐름으로 이어집니다.

Anthropic의 Claude Tag는 최근 며칠의 AI 운영 흐름을 이해하는 데 중요한 기준점입니다. Slack에서 @Claude를 태그해 작업을 맡기는 기능이지만, 단순한 Slack bot보다 의미가 큽니다. Claude는 channel별 context, tool, data, codebase 안에서 작업하고, channel memory와 spend limit, activity log 같은 운영 장치를 갖습니다.

오늘의 AI Daily News는 기능 출시 목록으로 보면 흩어져 보입니다. OpenAI는 Codex 사용 연구를 냈고, GitHub는 Copilot review와 Jira와 plugin policy와 cost center를 업데이트했고, AWS는 Health analytics와 governed data mesh를 소개했고, Google은 cache economics와 reasoning recall을 연구했고, Microsoft는 agentic cloud operations를 설명했고, Anthropic은 팀 채널 agent의 방향을 보여 줬습니다.

하지만 하나의 흐름으로 보면 매우 일관됩니다. AI 에이전트가 실제 조직 업무에 들어갈수록, 경쟁력은 모델 성능만이 아니라 운영 경계의 설계에서 나온다는 것입니다. 길게 일하는 agent에는 checkpoint가 필요합니다. 여러 tool을 쓰는 agent에는 plugin governance가 필요합니다. Jira와 PR을 오가는 agent에는 lifecycle state가 필요합니다. 기업 데이터를 질의하는 agent에는 단계별 access control이 필요합니다. cloud incident를 다루는 agent에는 observability와 human-in-the-loop가 필요합니다. 비용이 커지는 agent에는 cost center와 budget policy가 필요합니다.

2026년 하반기의 AI 도입은 “어떤 모델을 쓸 것인가”에서 “어떤 운영 체계 위에서 agent를 굴릴 것인가”로 빠르게 이동할 가능성이 큽니다. 지금 준비해야 할 것은 더 긴 prompt가 아니라 더 명확한 boundary입니다. context boundary, tool boundary, data boundary, cost boundary, review boundary, action boundary를 정한 조직이 agent를 더 넓고 안전하게 사용할 수 있습니다.
